Bhubaneswar: The Odisha govt had desired the nod of the Partnership Union ministry of environment & forests (MoEF) for disruption of 12.63 hectares (ha) of forest area to lay a slurry pipeline from its captive power plant (CPP) at Angul to Bharatpur South coal block of Mahanadi Coalfields Ltd (MCL).
“I am instructed to deliver herewith a offer for diversion of 12.63 ha of forest area for laying of slurry pipelines for convenience of ash from the CPP of Nalco to Bharatpur South coal block of MCL & to restore decanted water from the mines after treatment to CPP for re-use in Angul region for consideration of MoEF & acceptance under Section 2 of Forest (Conservation) Act, 1980″, Debabrata Swain, special secretary (forest & environment), Odisha had wrote to additional principal chief conservator of forests (central), eastern regional office, MoEF.
Previously, Nalco had approached MCL for offering abandoned or disused start cast mine for dumping of fly ash from their CPP. MCL had decided to offer such aspect of the disused start throw my own of Bharatpur South in Talc her coalfields.
Later, Nalco’s board accepted the execution of lean slurry disposal system of ash for filling up the allotted mine voids at Bharatpur at approximated expenses of Rs 167.5 cr.
Nalco runs 1200 Mw CPP at Angul, made up of 10 units with capacity 120 Mw each.
As per to a review by the principal chief conservator of forests, Odisha, the company’s slurry ash is being disposed in two methods.
From 6th to 9th units, fly ash is being collected in dry type in silos & is being disposed for filling quarry voids or to make fly ash bricks & the end ash is being taken in slurry form to specific ash ponds in slurry form.
For models 1 to 6, together fly ash & bottom ash is being taken in slurry form to designated ash ponds.
According Nalco’s present offer, the whole ash generated from the CPP will be taken to the mine void of the Bharatpur open cast coal mine of MCL from where coal has already been produced.
Nalco has said the project is environment friendly. First, the place that would have been needed for discarding the ash in the ash ponds would be saved & the permanent void created after coal mining will be filled up & a large place of reclaimed land will be created available.
